The Governor will present his proposed budget to the Joint Legislative Committee on the Budget Friday, January 19th. By law, he is required to present a budget that is equal to revenue projections. Currently the state is facing a shortfall of approximately $1 Billion for the fiscal year beginning July 1st (Fiscal Year 2019).
The LA Department of Health (LDH) has been directed to prepare for over a half billion dollars in cuts if agreement on how to address the budget shortfall is not reached between the legislature and the governor. With cuts this massive, there are numerous programs and services currently funded in LDH’s budget that would be reduced or eliminated entirely. The following proposed cuts would most impact people with developmental disabilities:
Elimination of Children’s Choice and Supports Waivers
Elimination of Long Term Personal Care Services
Elimination of Pediatric Day Health Care Centers
Stricter financial eligibility criteria for Medicaid long term care services (including home and community based waivers and ICFs/DD)
Near elimination of behavioral health and addictive disorder services

Advocates are also encouraged to contact your legislator to let them know how you feel about these and any cuts to services for people with developmental disabilities and other vulnerable populations.
